City of Willard Government
The City of Willard, MO was incorporated as a 4th class city in 1949 and as permitted by Missouri State Statutes has the Mayor/Board of Aldermen form of government. Currently, the City is comprised of three (3) geographically divided wards which have two (2) aldermen representing each ward. Ward 1 is located on the north side of the City with its northernmost boundary abutting Farm Road 64 and extending southerly to US Highway 160; Ward 2 extends southerly from US Highway 160 to Herbert; and, Ward 3 starts in the north at Kime then south to Herbert and as far east as Farm Road 113. The City has had a relatively steady growth in population over the past decades with a 1990 population of 2,177 which increased by 2000 to 3,193. The 2010 population of the City totaled 5,288 which represents an increase of 65.6 percent over 2000.
