Utilities Forms and Applications


Due to the Covid-19 virus we have changed the way we are excepting Applications, Cancellations, and Transfers until further notice.

  • Applications must be submitted with appropriate identification.
  • A deposit for Water/Sewer accounts will be determined by a delinquency check. It will either be a deposit of $100, or $200.
  • If you wish to add trash to the utility bill it will require an additional $25 deposit.
  • ​We will NEED a digital COLOR copy of the Identification (Driver's License or other legal ID) for the person(s) to be on the account.
  • Email the above Identification (most people are taking a picture of their ID) and Form to the following email. Please include the word "Form" in the subject line.

When we receive your email we will call you to get the deposit.
The deposit will be either a $100 or $200 WITHOUT trash
The deposit will be either a $125 or $225 WITH trash.

We verify all emails sent with either a phone call or a return email. If you DO NOT get a response within 24 hours, please resend and/or call us at 417-742-3033.

Trash and Recycling

Trash is available to all Rural and Residential* customers.  
For customers who live inside city limits, trash is picked up every Tuesday.

​*Recycling is a free service for residents who live inside city limits of Willard and have an active Water and trash account.
Recycling is picked up every other Wednesday.

ATTENTION PHONE SCAM: There have been multiple calls of individuals pretending to be City Employees. 
If you receive a phone call from the City of Willard, and are unsure of the individual calling, please DO NOT give them any information over the phone.
