Karen manages Willard’s revenues and expenditures, working directly with each of the Department Heads as well as the City’s elected officials. 

The CFO responsibilities are defined as follows:

• Assists with maintenance of the employee compensation system
• Prepares and manages the City’s annual budget
• Oversees all City financial transactions
• Manages the City’s cash flow to maximize return on investment
• Monitors and maintains all records related to outside funding opportunities
• Manages employee insurance / risk management programs
• Maintains payroll and payroll records
• Reconciles accounts receivable and accounts payable
• Reconciles all City accounts and provides necessary reports
