The Willard Municipal Court is a Court of Record, authorized under City Ordinance, with jurisdiction in the City of Willard, MO. The Court is responsible for misdemeanor traffic, parking and criminal offenses; as well as code violations for health, fire, animal, and zoning violations.

When you receive a citation from a Police Officer, you will also receive an instruction sheet. This sheet contains information on court costs and fines, as well as instructions on appearing in court and requirements.

1. All violations involving an accident, alcohol or drugs must appear in court.  There may be other violations where appearance is required; please check with the court clerk.  Otherwise, if you wish to plead guilty and pay your fine, and you are not required to appear in court, you may pay by mail by signing the back of the copy of the ticket you were given.  Then mail with payment of check, money order or cashier’s check to Willard Municipal Court, P.O. Box 187, Willard, Missouri  65781.  You may also pay in person at 224 W. Jackson, Willard, Missouri, between 8:00 a.m. and 5:00 p.m., Monday through Friday. 

2. The court date is shown on your ticket.  Appearance time is 2:00 p.m. unless otherwise informed.  You must appear on that date or pay by that date or a WARRANT may be issued and/or suspension may be placed on your driver’s license.  Maximum penalty on all charges in the Willard Municipal Court is $500.00.

3. All returned checks will be charged $25.00 and charges may be filed. 

4. TO PLEAD NOT GUILTY YOU MUST APPEAR ON YOUR COURT DATE.

Court is held on the 1st and 3rd Tuesday of each month at 2:00pm. You may discuss your case with the PA at this time, on a first-come first-serve basis.

Any payments due the court can be made in the form of cash, personal check, credit or debit card, or money order.

There is a drop box available for after hours payment. DO NOT PUT CASH IN THE DROP BOX. The city will not be responsible for the loss of cash placed in the drop box.


The City of Willard Municipal Court has Police personnel who are stationed at the main entrance to the court. Everyone who visits the court must be scanned with a metal detector wand. In addition, your personal belongings may be subject to a search.

The following is a list of items that are not allowed in to the courthouse under ANY circumstances:

  • Food and drink, including water. Drinking fountains are located in the courthouse lobby for your convenience.

  • Weapons. This includes, but is not limited to, guns (with or without a concealed weapons permit), knives (including Swiss Army and Leatherman tools), chains, mace, and batons. The Court's definition of weapons also includes items that could be used as weapons. These include, but are not limited to, various tools, kitchen utensils, and nail files.

Please note: This list is not exhaustive and security has full discretion when deciding what may or may not be brought in to the courthouse.


It is important that visitors understand the appropriate dress code for the Court. The Court is a place of business and visitors should wear clean, fitted clothes. Shirt and shoes are required.

Please take your hat off before entering any courtroom.

All pagers and cell phones should be turned off before entering the courtroom.

It is also important to know that food, drink, and ALL weapons are strictly prohibited from the building. Do not attempt to bring in any prohibited items. The Court will not store prohibited items for pick-up. Leave these items at home, or in your car.

The Court also asks that you be patient, as it can sometimes be very busy.

  • The Judge is the central figure in the courtroom. The judge allows both sides the opportunity to present their version of the facts. The Judge oversees the trial and decides legal questions that arise.

  • The Courtroom Bailiff and Court Clerk. The bailiff is the officer of the court who waits upon the court and jury and maintains order in the court. The Clerk is an officer of the court and records a summary of what happens in a case, orders made by the court during the trial, and the verdict at the end of the trial.

  • Witnesses give testimony concerning the issue being tried.

  • The Plaintiff (also called the Petitioner) is the person who submits a complaint to the court.

  • The Defendant (also called the Respondent) is the person against whom the complaint is brought. The defendant is the person charged with an offense.

  • Lawyer, Attorney, and Counsel are names referring to the legal representative of a party in trial.

  • The City Attorney/Prosecutor is the prosecuting officer who represents the City in criminal and traffic cases.



Important Court Information:

1. COURT IS HELD ON THE 1st AND 3rd TUESDAY OF EACH MONTH AT 2 P.M

2. YOU MUST BE ON TIME. Allow yourself extra time in case you are unable to find a parking place. Once you arrive at Municipal Court, please have a seat in the designated area and wait for your name to be called.


Court Appearance Information:

1. DRESS APPROPRIATELY. Shorts, skorts, capri pants, and sleeveless tops (tank tops, camisoles, tube tops, and athletic cut-off shirts) are not permitted in the courtroom. All shirts must completely cover the midriff area and skirts must be of an appropriate length.

2. SPEAK CLEARLY AND DISTINCTLY TO THE JUDGE.

3. LISTEN CAREFULLY TO THE JUDGE’S INSTRUCTIONS.
