Mission of the Planning & Development Department: “To help create and maintain a quality environment with maximum density growth, and adjacent, compatible land uses, by guiding growth which enhances the City’s Visions accomplished through working with residents, businesses, elected leaders and other departments in the City and region to achieve the highest quality of life standards”.

 The Planning and Development Department is the newest department organized in the city of Willard.  The creation of this department was intended to begin the supporting framework for a growing department to guide the future planning and development of Willard.  It is intended for this department to lead Willard into organized future development.  Director of Development is the personnel for the department.

Position of Director of Development was created in 2003 with the intent to oversee new construction projects.  This person is a liaison between developers and engineers, including the engineer for the City, coordinating their actions for all new development within the city of Willard.  He acts as a representative of the City to ensure that all public improvements are installed correctly.
