The City of Willard utilizes a tiered approach to street clearing.
Tier I includes those essential to emergency services and roads with the highest traffic count. Tier II routes are the routes that are the primary feeder routes to the most traveled streets, with Tier III moving into neighborhoods as Tier I and II conditions allow.
