Utility Deposit Update - Deposits credited after 12 months of on-time payments

The City of Willard has approved an update to its utility deposit policy to better reflect fairness, consistency, and modern utility practices.

Under the new policy, customer deposits will no longer be held indefinitely. Instead, deposits will be credited to a customer’s utility account after twelve (12) consecutive months of on-time, full payments.

This change is designed to:

  • Reward consistent, timely payment

  • Provide a clear path for customers to have their deposit returned

  • Maintain appropriate safeguards for utility accounts


What This Means for You

We are currently working on an implementation plan to identify customers who have already met the 12-month payment requirement under the new policy.

Our goal is to have all eligible accounts reviewed and applicable deposit credits applied by the end of July.

Accounts will be reviewed in a structured process to ensure accuracy and consistency.

At this time, there is no need to contact City Hall regarding eligibility. All utility accounts will be reviewed as part of this process, and applicable credits will be applied automatically.
