General Questions About City Hall

1. How do I apply for Water & Sewer?
a. Applications are accepted by coming into City Hall and filling out the appropriate form, or by emailing all the appropriate documentation to Utilities@cityofwillard.org
2. What documentation will I need?
a. We will NEED a digital COLOR copy of the Identification (Driver's License or other legal ID) for the person(s) to be on the account.
3. How much is the Deposit?
a. A deposit for Water/Sewer accounts will be determined by a delinquency check. It will either be a deposit of $100, or $200.
4. Can I get Trash with my Water account?
a. Any resident that has water with the City of Willard can get trash added to their account. It will require a $25 Deposit. Thereafter it will be $15 a month that is added to your water bill.
5. When will my trash cart be delivered?
a. The trash provider that you chose will have 2 weeks to get your cart delivered to your residents.
6. What day is trash picked up?
a. Trash is picked up every Tuesday if you live inside the city limits of Willard. You will need to call your trash provider to see what day if you live outside of the city limits.
7. Can I have recycling and how much does it cost?
a. All residents living inside the City limits of Willard can get free curbside recycling.
8. What day does the Recycling get picked up?
a. Curbside Recycling is picked up alternating Wednesdays.
9. How long does it take to get my water turned on?
a. It takes 1 business day from the time you pay your deposit until your water can be turned on.
10. Why do I Have a Sewer Connection Fee on my January bill?
a. Every year (in January) the City of Willard is required by the State of Missouri to collect a small sewer connection fee ($.80) that is submitted to the state and deposited into the “Natural Resources Protection Fund”. This fund was created for the purpose of protecting the air, water and land resources of the state.
11. Why do I have a Primacy Fee on my July bill?
a. Every user of the water system utilizing a 5/8” to a 1 inch meter, shall pay a $5.28 fee, and every meter over 1” shall pay $21.00, to provide the funding for water testing as required by Missouri law. This fee is billed in July of every year.
12. What is the current monthly Water Rates for residential?
a. For Residents inside the city limits it is $13.89 for the first thousand gallons plus $2.60 for every thousand gallons there after.
For Residents outside the city limits it is $15.12 for the first thousand gallons plus $2.84 for every thousand gallons there after.
13. What is the Current monthly sewer Rates for residential?
a. For Residents inside the city limits it is a base rate of $26.21 plus $5.85 per thousand gallon.
For Residents outside the city limits it is a base rate of $28.52 plus $6.86 per thousand gallon.
14. Why did my sewer rates rise or fall in April?
a. The average water usage is re-calculated every April for residential users. The monthly sewer bill is based on the average water usage for the months of January, February, and March. The City of Willard has chosen to use the months of January, February and March because they do not reflect seasonal activities.

a. Each agreement with a utility or municipality is a little different and is tailored to meet the needs of the community. The partnership allows Service Line Warranties of America (SLWA) to offer customers competitive monthly fees on available services to residents. Importantly, the decision by residents to sign up for a SLWA service plan is completely optional.
2. Why did City of Willard partner with SLWA?
a. The National League of Cities (NLC) has recognized and endorsed SLWA as the nation's largest and most trusted source of utility line plans. An objective of the SLWA program is education because many residents are not aware that buried water and sewer lines on their property are their responsibility to maintain. A broken or blocked service line on the property can cost thousands of dollars to repair or replace and many times residents are unprepared for this unexpected expense. The City’s program with SLWA not only works to educate the residents but also provides a solution for residents that is entirely optional.
3. How common are utility line breakages and what are the common repair costs?
a. Each year, SLWA, together with its parent HomeServe, performs tens of thousands of water and sewer service line repairs for customers nationwide. It is very difficult to determine when a pipe may fail, with key contributors being the type of piping material, age of the service pipe, soil conditions and installation quality. Water line repairs can be costly – a replacement averages $2,500 nationally. With the modest cost of SLWA’s service plan, homeowners would still see financial benefit if the service line didn’t break for another few decades – versus saving the monthly fee at current rates.
4. Doesn’t my homeowner’s insurance already cover these repairs?
a. Typically no. Most homeowners are surprised to learn that they are responsible for the repair and replacement of broken or leaking utility lines if they are on their property. While most basic homeowners policies will pay to repair the damage created by failed utility lines, they typically do not cover the cost of the repair of the line itself. SLWA encourages residents to call their insurance company to determine your actual coverage.
5. Why does SLWA use the City of Willard’s logo in its marketing materials?
a. The City of Willard’s agreement with SLWA allows the company to use the City’s logo in communications to indicate that there is a formal relationship in place and to let residents know that the offering is legitimate, it is for the residents benefit and has the approval of the City. All of the mailings SLWA sends to City of Willard residents are first reviewed and approved by the City prior to use.
SLWA is committed to transparency in all of its communications. All SLWA materials clearly state that the services the company offers are voluntary and that they are offered by SLWA, a private company that is separate from the city.
6. Isn’t it unethical/unseemly for cities to partner with a private entity?
a. It is not a new idea for the public and private sectors to work together; it is about bringing City of Willard residents a solution to a real problem facing homeowners around the country. SLWA brings the best of the private sector, including efficiency and expertise, to relieve the burden on homeowners facing expensive repairs. At the same time, SLWA supports communities by helping us, as local decision-makers, tackle the problem of making sure all of our community’s water and sewer infrastructure is maintained. It is good practice to bring together the best of what public and private entities have to offer.

a. City Hall is open Monday through Friday from 8:00am to 5:00pm.
2. Does City Hall Close for lunch?
a. No City Hall has their doors open even during lunch time.
3. What holidays is City Hall Closed for?
a. City hall is closed for New Years Day, Martin Luther King Day, Presidents Day, Memorial Day, Juneteenth Day, Labor Day,
Veterans Day, Thanksgiving Dan, Friday after Thanksgiving, Christmas Day.
City hall will be open from 8:00am to 12:00pm on Christmas Eve, and on New Years Eve.
4. Can I get /renew my drivers licenses in Willard?
a. No. The City of willard does not have a license bureau. The two closest cities with a license bureau is Springfield or Republic.
5. When is Court?
a. The City of Willard holds court on the Court dates are held on the 1st & 3rd Thursdays of each month at 2:00 pm.

6. What days do the Board of Aldermen Meet?
a. The Board of Aldermen meet every 2nd and 4th Mondays of the month at 7:00 pm.
7. Where is the Veterans Memorial?
a. The City of Willard is proud to honor all Veterans of the U.S. Military Service (including Army, Air Force, Coast Guard, Marines, Navy, National Guard and Reserves) with a Veterans Memorial located at 222 W. Jackson (on the west side of Jackson Street Park). It was dedicated on 11/11/11.
8. How can I purchase a Memorial Brick?
a. You can purchase a brick paver engraved with the name/rank / date of service of the serviceperson you wish to honor for only $60.00 to be placed in the walkway leading up to the memorial. Bricks may be purchased at Willard City Hall 224 W. Jackson or call 417-742-3033 for more information.
9. How many animals can I have inside the city limits of Willard?
a. You are allowed three dogs, three cats, six chickens-no roosters inside city limits.
