The Park Board was established by City Ordinance to provide advice and information to the Board of Aldermen regarding the needs and requirements of the City's park system. This Board consists of up to seven (7) members of which five (5) are residents of the City at large with reference to their qualifications for such position and up to two (2) members may be chosen from outside the City limits but within five (5) miles and not in any other city.

Duties of the Park and Recreational Advisory Board include:
- Make and recommend adoption to the Board of Aldermen rules and regulations for their guidance and for the government of the parks.
- Identify park and recreational opinions of others in the City.
- Make annual budget recommendations.
- Ensure resources to continue ongoing and future park and recreation programs.
- Review and advise on development plans.
- Recommend sites for park expansion.
- Recommend new programs for inclusion into the City Department of Parks and Recreation offerings.
